Google News has surfaced a striking change in Florida politics: AI data centers are now testing the governor candidates with less than three weeks before the primary.

The conflict is no longer a routine argument about attracting technology investment. Candidates must choose between welcoming AI infrastructure and protecting residents from its potential costs. Electricity bills, water supplies, noise, tax incentives, and local authority have all entered the debate.

That choice is especially difficult for Republican frontrunner Byron Donalds. His rivals describe him as too friendly toward the technology industry. Donalds responds that Florida can host data centers if operators pay their own costs and protect surrounding communities.

AI data centers provide exactly that issue. These facilities contain servers, storage, and networking equipment used to train models and process AI requests. Their concentrated computing hardware can require unusually large and continuous supplies of electricity.

That vocabulary has lost some of its political force. Residents now ask who finances new generation capacity, who receives tax advantages, and whether local water systems can support industrial cooling.

His opponents have exploited that opening. Renner says the industry's rapid expansion has outpaced public oversight. Fishback rejects the idea that regulation can adequately protect residents. Jolly now treats a moratorium as a central general-election contrast.

Donalds has answered with a more detailed ratepayer message. In a June campaign video, he said projects would not proceed unless developers protected Floridians' finances and environment.

He also introduced federal legislation requiring data centers to obtain electricity and water from private sources rather than public systems. The proposal would attempt to isolate households from infrastructure costs created by new facilities.

In an Associated Press interview, Donalds said developers were willing to cover those costs. He identified stable utility bills as the main route for reducing public concern.

That proposal helps Donalds separate support for AI infrastructure from support for public subsidies. It also lets him argue that a prohibition would move strategically important computing capacity elsewhere.

Renner describes the buildout as a reckless gold rush. His position calls for stopping new projects while Florida develops stronger rules covering resources, privacy, children, and public oversight.

Fishback goes further by proposing a statewide ban. His argument treats the claimed economic benefits as too small or uncertain to justify the risks.

Jolly's moratorium gives the position a bipartisan reach. That matters because a temporary stop can appeal to voters who distrust technology companies without opposing AI itself.

DeSantis signed Senate Bill 484 on May 7, 2026. Most provisions took effect on July 1, placing the law directly inside the election campaign.

The law preserves local control over zoning, permitting, comprehensive planning, and land-use decisions. Communities can impose stricter requirements or reject projects that do not fit local conditions.

It also directs public utilities to create service structures for large electricity customers. Those structures are intended to prevent data center costs and financial risks from moving onto residential and small-business customers.

Large users must cover their full cost of service. That principle sounds simple, but its implementation requires regulators to identify infrastructure built primarily for one customer.

The law addresses water permits as well. State or regional authorities cannot approve certain consumptive-use permits when a large-scale data center would harm area water resources.

Florida defines covered large-scale facilities partly through expected electrical demand. Legislative materials use a threshold of at least 50 megawatts at one location for relevant requirements.

A 50-megawatt load is not a minor commercial connection. It can affect generation planning, transmission equipment, substations, and utility reserve requirements.

The statute also provides for a state study examining data center construction and operations. That study can supply information currently missing from campaign arguments, including siting and mitigation options.

The official data center law therefore supports several claims made by the managed-development camp. It protects local decisions, addresses rate allocation, and creates environmental review mechanisms.

Yet passage does not prove success. Regulators still need tariffs that prevent cost shifting under real commercial contracts. Water authorities must evaluate proposals using accurate demand and cooling information.

Utilities also face confidentiality concerns. Data center developers often seek secrecy while considering sites because public disclosure can affect land prices and negotiations.

A March fact-check found that a typical midsized data center can use between 300,000 and 500,000 gallons daily. Larger AI facilities can reach several million gallons, depending on their design.

The same resource fact-check found no public evidence supporting claims that Florida bills had already risen by 30 or 40 percent because of data centers.

That distinction matters. Data centers can increase system costs without validating every number used against them. Campaigns should not convert plausible risks into unsupported statewide outcomes.

Florida also has far fewer facilities than established markets such as Northern Virginia. Forecasts based on those markets may not transfer directly because utility structures and development concentrations differ.

The strongest case for regulation is therefore measurable performance. Tariffs should disclose who pays for dedicated infrastructure. Water permits should reflect peak demand, drought conditions, and cumulative regional withdrawals.

If those safeguards work, Donalds can argue that Florida found a middle path. If loopholes emerge, moratorium advocates will gain evidence that managed development cannot keep its promises.

What the Data Center Backlash Does Not Prove

Public concern is politically real, but the available evidence does not support every claim made during the campaign.

The first uncertainty involves electricity prices. Data centers are large customers, and serving them can require new generation and grid equipment. Whether households pay depends on tariffs, contracts, regulatory decisions, and project completion.

A facility can also provide stable demand that supports long-term utility investment. That benefit disappears if the customer cancels, reduces its load, or negotiates terms that leave other customers exposed.

Campaign language often compresses these possibilities into a binary statement. One side says development will inevitably raise bills, while the other promises residents will pay nothing.

Neither outcome is automatic. Florida's rules can reduce cost shifting, but regulators must test assumptions across the entire contract period.

Water claims require similar care. Evaporative cooling can consume significant volumes, particularly during warm weather. Closed-loop and air-cooled systems can reduce withdrawals but may require additional electricity.

Daily consumption figures also need local context. A large number sounds alarming, yet its effect depends on the source, seasonal availability, recharge rates, competing uses, and discharge practices.

Florida faces distinct environmental sensitivities. Aquifers supply drinking water and support springs, wetlands, and agriculture. Site-level assessments therefore matter more than broad national averages.

The second uncertainty involves employment. Data centers create substantial construction work, but completed facilities can employ fewer permanent workers than similarly sized manufacturing sites.

That does not mean their economic value is zero. They can generate property taxes, purchase local services, and support digital businesses. Incentives can weaken those benefits if governments surrender too much revenue.

Campaigns should publish project-specific assumptions instead of repeating generic job claims. Voters need construction employment, permanent staffing, tax treatment, utility investment, and land-use effects in comparable terms.

The third uncertainty involves local control. A county's approval does not necessarily mean a project has broad public support. Planning meetings can occur after developers have assembled land and negotiated preliminary arrangements.

However, statewide prohibition can also override communities that want investment. The best local-control policy must preserve both the ability to approve and the ability to refuse.

Labeling every proposed facility an "AI data center" creates political clarity but technical ambiguity. Operators may change workloads during a building's life without changing its physical footprint.

Regulators should focus on measurable load, water, noise, emissions, land use, and financial risk. Those impacts remain relevant regardless of the marketing label attached to the servers.

The fifth uncertainty involves campaign money. Industry spending can provide useful information about which candidate donors prefer. It does not establish a direct exchange between contributions and policy decisions.

Donalds' legislative proposal also complicates the claim that he simply accepts the industry's preferred position. Requiring private resource supplies would impose real obligations if Congress enacted and enforced it.

Skepticism remains appropriate because companies generally seek favorable utility access. A voluntary promise can weaken when project economics change or when another jurisdiction offers better terms.

A binding tariff is stronger than a campaign advertisement. A verified private generation plan is stronger than a general commitment. A public water assessment is stronger than a developer's sustainability language.

These distinctions do not eliminate the backlash. They clarify what evidence voters should demand before accepting either development promises or catastrophic forecasts.

Those filings should clarify deposits, minimum payments, contract length, infrastructure contributions, exit fees, and responsibility for stranded equipment. Stranded equipment becomes costly when an expected customer leaves before utilities recover their investment.

Transparent, enforceable tariffs would strengthen the managed-development position. Vague provisions or confidential exceptions would support claims that residents cannot verify the protection.

Water permitting deserves the same attention. Agencies should examine cumulative demand rather than treating each proposal as isolated from nearby development.

The third signal is how counties handle actual projects. More local moratoriums would indicate that state safeguards have not restored public confidence.
