Jacinto City AI Data Center Faces a Wall of Resident Opposition

Jacinto City residents confronted Raeden over a proposed 50-megawatt data center on September 11, with one attendee telling its president, “We don't want you here.”

The Jacinto City AI data center would occupy a former glass bottle plant at 4202 Fidelity Street, near homes in this small Houston-area community. Raeden says the facility would operate quietly, conserve water, and support inference workloads, which run trained AI models for users.

Residents heard those assurances during a three-hour town hall. Yet the meeting exposed a deeper conflict between an industrial redevelopment plan and a community seeking enforceable protection from its effects.

That conflict extends beyond one Texas property. Developers need powered sites for AI infrastructure, while communities increasingly question who carries the costs of electricity demand, noise, water use, and emergency planning.

Jacinto City has already declared its opposition to data centers. However, the resolution carries no legal ban, and the Fidelity Street property has heavy-industrial zoning.

The city is therefore fighting on two tracks. Officials oppose the project, but they are also preparing operating restrictions in case opposition cannot stop it.

What Changed After the Jacinto City AI Data Center Town Hall

The proposal moved from an unsettling possibility to a defined 50-megawatt project with an aggressive construction schedule.

Concern first grew when the former bottle factory appeared in a commercial listing aimed at hyperscale and AI developers. At that stage, city officials said no formal project had reached them.

The situation changed after Raeden began pursuing the property. According to local reporting, Raeden hopes to begin construction in October and start operating the facility by March.

No completed sale or final development approval had been publicly confirmed by the town hall. The schedule therefore represents the developer's goal, not a guaranteed opening date.

Still, the plan now has a company, an operating concept, a capacity figure, and a proposed timeline. Those details gave residents something concrete to challenge.

The Fidelity Street property contains 497,289 square feet across 30 acres, according to its hyperscale property listing. The site was built in 1961 and previously housed glass manufacturing that supplied Budweiser bottles.

The listing emphasizes infrastructure that is unusually attractive to data center developers. It identifies an on-site substation, two dedicated 138-kilovolt transmission lines, fiber access, and heavy-industrial zoning.

Its marketing materials claim 40 megawatts could be available for deployment during 2026. They also identify a path to 79 megawatts within 24 months.

Raeden's stated 50-megawatt plan does not perfectly match those marketing stages. That difference is one detail requiring clarification as engineering and utility reviews develop.

The proposed facility would focus on AI inference instead of model training, according to Raeden. Inference is the process that produces an answer after a model has already been trained.

Inference facilities can serve search, assistants, image tools, business applications, and other user-facing workloads. They still require dense computing equipment and reliable electricity.

At the September 11 meeting, residents showed little enthusiasm for making Jacinto City part of that infrastructure chain. One resident, Wayne Randle, told local data center coverage that the project sounded like a bad idea based on what he had heard.

City Manager Lon Squyres framed the central question more narrowly. He acknowledged that data centers are needed, then asked whether one belongs 350 feet from a neighborhood.

That distance transforms a regional infrastructure debate into a daily quality-of-life issue. Residents would not experience the project as an abstract source of computing capacity.

They would experience backup equipment, cooling systems, electrical infrastructure, construction traffic, lighting, and emergency activity near their homes. Even ordinary operations matter when an industrial site shares a boundary with residential streets.

Jacinto City's first response came before Raeden's proposal became public. On July 2, the City Council approved Resolution 2026-10R, expressing opposition to data center construction pending further study.

The resolution raised concerns about electricity, water, wastewater, drainage, transportation, emergency services, land use, environmental sustainability, and community character. The city's public notice archive provides the proposed resolution and related municipal records.

The measure established a political position, but it did not create a permanent prohibition. That distinction now defines the battle.

Residents clearly expressed what they do not want. The unresolved question is what their city can legally require from a project on privately owned industrial land.

Why a 50-Megawatt Project Puts the City Under Pressure

Jacinto City must evaluate an energy-intensive facility faster than its local rules were designed to handle one.

Fifty megawatts is the facility's proposed maximum scale, not necessarily its continuous electricity consumption. Actual demand would depend on completed phases, installed servers, occupancy, and operating conditions.

Even with that qualification, the figure matters. A large new electrical load can require utility studies, connection agreements, protection equipment, and decisions about curtailment during grid emergencies.

The proposed construction timeline compresses those questions. An October start would leave limited time between community disclosure and physical redevelopment.

City officials face three sources of pressure. Residents want the project stopped, the property already permits heavy-industrial activity, and the developer wants to move quickly.

The city also lacks the financial leverage that accompanies ownership. Squyres has said Jacinto City does not own the site and cannot make the seller's decision.

Officials have ruled out some incentives that often support major development deals. Squyres said the city would not offer tax abatements or sign a nondisclosure agreement with the developer.

That position supports transparency, but it does not automatically produce veto power. Zoning and existing property rights still shape the city's options.

Jacinto City is therefore turning toward a special-use permit and operating rules. Squyres said officials intend to restrict activities that could affect the community.

The contemplated controls include noise limits, emissions monitoring, water conditions, and requirements linked to electricity use. The city has also discussed lighting, air pollution, and peak-period demand.

Officials have been measuring ambient sound around the property. A baseline can establish existing neighborhood conditions before new cooling and electrical equipment begins operating.

That measurement is important because noise disputes often become arguments about comparison points. A developer may satisfy a general industrial standard while still changing nighttime conditions near homes.

Raeden President Jason Green said current sound at the site's center measures roughly 53 to 58 decibels. He said the operating data center would be quieter than that baseline.

The company plans to place equipment inside noise-dampening enclosures. However, a prediction made before final installation is not the same as verified performance at nearby property lines.

The most meaningful rule would define where, when, and how sound gets measured. It would also specify consequences for exceeding the limit.

Squyres has proposed requiring a bond instead of relying only on fines. A bond could give the city a dedicated financial remedy if the operator violates permit conditions.

That approach recognizes a basic imbalance. A routine municipal fine may have little deterrent value for an infrastructure operator serving well-funded technology customers.

The developer says accountability requirements fit its normal practices. Green told residents he did not view the potential restrictions as unusual limitations.

The claim will become testable only when permit language is public. General cooperation matters less than measurable thresholds, inspection access, reporting duties, and enforcement procedures.

Electricity adds another layer. The proposed project would join a much larger queue of industrial and computing loads seeking Texas grid connections.

ERCOT reported more than 232,000 megawatts in its large-load interconnection process in February 2026. Data centers represented 72 percent of that requested capacity in the large-load update.

Those numbers do not mean every queued project will get built. ERCOT itself adjusts forecasts because proposed facilities frequently arrive late, shrink, or never operate.

Still, the scale explains why residents no longer treat a data center as an ordinary commercial tenant. Electricity demand has become a central development issue across Texas.

Jacinto City's government must now assess technical claims that usually involve utilities, grid planners, acoustic engineers, fire officials, and environmental specialists. Its residents expect that assessment before construction begins.

That is the immediate pressure. The developer can move through a familiar industrial property transaction, while the city must construct an oversight system almost simultaneously.

Adaptive Reuse Meets Neighborhood Reality

Raeden presents the project as responsible reuse, but residents judge it by operating impacts rather than the building it preserves.

Adaptive reuse is the conversion of an existing property to a new purpose. For data centers, it can preserve structures, electrical connections, roads, and other infrastructure.

The Fidelity Street site has several characteristics developers usually spend years assembling. It offers industrial zoning, substantial floor area, high-voltage equipment, fiber proximity, and an existing water connection.

Reusing it could avoid clearing undeveloped land. It could also return an idle industrial property to productive use after the glass plant's closure.

Raeden makes adaptive reuse central to its business model. The company operates or markets converted properties in several states, including a former telecommunications facility in Phoenix.

Its community impact materials argue that conversions reduce demolition waste and return vacant properties to use. Raeden also says it designs closed-loop cooling systems with no daily cooling-water consumption.

Closed-loop cooling circulates the same fluid through equipment and chillers instead of continually withdrawing replacement water. Some water can still be needed during filling, maintenance, domestic use, or unusual operating events.

For Jacinto City, Green described a system containing about 200,000 gallons. He said that water would repeatedly move between hot and cold states.

The distinction between system volume and ongoing consumption is essential. A 200,000-gallon initial fill does not mean the site uses that amount every day.

Conversely, a closed loop does not establish that total facility consumption is literally zero. The final engineering design should identify every water source, expected loss, refill schedule, and discharge route.

The same principle applies to noise. Enclosures and indoor equipment can reduce sound, but they do not eliminate every source.

Cooling equipment, transformers, ventilation systems, generators, and maintenance activity can each produce different sound patterns. Low-frequency sound can also travel differently from ordinary traffic noise.

A credible permit should therefore cover more than one average measurement. It should address nighttime limits, tonal sound, testing events, temporary equipment, and complaint investigations.

Backup generation requires similar detail. Data centers use generators or other backup systems to maintain service during power failures and maintenance.

Residents need to know what equipment Raeden plans to install, which fuel it would use, and how often testing would occur. Emissions depend on those choices and operating hours.

The developer's argument is strongest when focused on the existing site. This is not a proposal to place a completely new industrial campus on undeveloped land.

The residents' argument is strongest when focused on changed operations. A former glass factory does not grant every future industrial use equal neighborhood compatibility.

Glass manufacturing once brought jobs and economic activity to Jacinto City. An automated data center could create a different employment pattern, although Raeden had not publicly supplied a verified permanent-job estimate.

That missing figure matters. Communities often hear broad claims about investment and tax value without learning how many lasting local positions will remain after construction.

The project also lacks a publicly identified computing tenant. Without one, residents cannot evaluate the likely deployment pace, operating intensity, or durability of demand.

An inference center can serve many customers, or it can support a concentrated tenant deployment. Those models produce different business and infrastructure risks.

Raeden's schedule adds uncertainty because the proposed March operating date is close. Major data center projects still need equipment procurement, utility coordination, construction, testing, and customer installation.

A phased opening is more plausible than instant use of every proposed megawatt. The company should explain what “operational” means within its timetable.

The primary conflict is therefore not technology against nostalgia. It is a developer's reuse promise against a community's demand for enforceable operating facts.

Preserving a structure can reduce one category of environmental burden. It cannot settle questions about electricity, noise, emissions, safety, or neighborhood proximity.

The Promises Need Enforceable Measurements

The project's most reassuring claims remain forecasts, so Jacinto City needs permit conditions that survive ownership, tenant, and equipment changes.

Raeden says the facility will be quieter than existing ambient conditions. It says cooling will continuously recycle water, and Green says the company welcomes accountability.

Those are specific enough to test. The city should treat them as proposed performance standards, not as reasons to reduce scrutiny.

Noise offers the clearest example. A permit can define measurement locations along the property line and near the closest homes.

It can establish separate daytime and nighttime limits. It can require testing before opening, after each expansion, and after verified complaints.

The city can also require public reporting. Residents should not have to rely on company summaries of monitoring performed on company equipment.

Water conditions should begin with a complete balance. That document would show initial filling, normal losses, maintenance withdrawals, sanitary demand, and discharge.

The permit should require notice before any material change in cooling design. A future tenant should not be able to replace the system without renewed review.

Electricity commitments require coordination beyond City Hall. The utility and ERCOT control important parts of interconnection and grid reliability.

Still, local rules can require disclosure of contracted capacity, planned phases, backup generation, and emergency procedures. They can also require compliance with applicable curtailment programs.

This matters because Texas is processing unprecedented demand claims. ERCOT's April 2026 preliminary forecast projected approximately 367,790 megawatts of regional demand by 2032.

That figure greatly exceeds the grid's historical peak, but it includes projects at different stages of certainty. ERCOT said the forecast reflected new reporting rules and rapidly arriving large-load requests.

National trends point in the same direction. The Energy Department found that data centers consumed about 176 terawatt-hours during 2023, or 4.4 percent of American electricity.

Its energy demand analysis projected 325 to 580 terawatt-hours by 2028. That range would represent 6.7 to 12 percent of national electricity consumption.

A single 50-megawatt proposal does not determine those outcomes. However, thousands of local decisions collectively shape how quickly computing demand becomes physical grid demand.

That is why Jacinto City residents are asking questions once reserved for energy regulators. Their neighborhood sits at the point where AI demand becomes wires, chillers, transformers, and industrial machinery.

The city's July resolution recognized that connection. It identified public services and emergency response alongside water and power.

Fire protection deserves particular attention. High-density computing facilities combine electrical equipment, batteries, cooling systems, and backup power within controlled spaces.

The final design should identify battery chemistry, fire detection, suppression methods, responder access, and training requirements. Emergency agencies need those details before commissioning.

The city should also plan for ownership changes. Data center properties, operating companies, and computing tenants can change during a facility's life.

A voluntary promise from one executive may not bind a later owner. Permit conditions recorded against the property offer more durable protection.

Enforcement must also be practical. Rules that require expensive litigation for every violation will provide residents with little immediate relief.

A bond, automatic reporting, inspection rights, and defined corrective deadlines would give the city more usable tools. Temporary operating restrictions could address serious repeated violations.

None of those controls predetermines whether the project should proceed. They establish what evidence the developer must provide if it does.

Raeden also deserves a defined process. Clear limits allow the company to design equipment around measurable expectations instead of facing shifting political demands.

That balance is important because ambiguous regulation can fail both sides. Residents remain exposed, while developers cannot price compliance or plan construction.

The skeptical conclusion is straightforward. Raeden has described a lower-impact facility, but no public operating record yet verifies those claims at Fidelity Street.

Construction should not become the experiment through which residents discover the real sound, water, and emissions profile. Those parameters belong in enforceable documents first.

Three Signals Will Decide What Happens Next

The next phase depends on the permit text, the utility path, and whether Raeden's design supports its public assurances.

The first signal is a proposed special-use permit or related ordinance. Its wording will show whether Jacinto City's opposition becomes effective oversight.

Readers should look for numeric noise limits, measurement locations, testing schedules, emissions reporting, water disclosures, and enforcement remedies. General requirements to operate responsibly will not resolve the dispute.

A bond would strengthen the city's position if its amount reflects realistic remediation costs. It would mean the project carries a financial consequence beyond ordinary fines.

The permit should also bind successors and tenants. Otherwise, conditions accepted by Raeden could weaken after a sale or operational change.

Detailed and enforceable language would support the city's emerging strategy. Vague language would strengthen residents' concern that legal limitations left officials with little control.

The second signal is the electrical interconnection plan. Raeden needs to explain how much power will be available, when it will arrive, and which entity approved the schedule.

The commercial listing identifies 40 megawatts during 2026 and a route toward 79 megawatts. Raeden's proposed facility is described as 50 megawatts.

A public explanation should reconcile those numbers. It should identify whether 50 megawatts represents the first phase, full buildout, or an eventual operating ceiling.

The agreement should also reveal whether the load can be curtailed during grid emergencies. Texas has increased its focus on flexible large loads as data center requests multiply.

Confirmed utility milestones would make the October construction target more credible. Delays or a smaller initial allocation would indicate a phased and slower project.

The third signal is an engineering package that validates the developer's noise and cooling claims. This should include equipment lists, acoustic modeling, cooling diagrams, and backup generation details.

The documents need review by qualified parties who are independent of the developer. Results should remain available to residents without requiring confidential commercial information.

Post-construction testing must then compare actual performance with those predictions. A design report alone cannot establish what neighbors will experience.

If the facility stays below nighttime limits and documents minimal ongoing water demand, Raeden's lower-impact claim gains support. If the design depends on exceptions, the community's skepticism gains weight.

The timetable itself will test the project's maturity. Starting work in October and operating by March would require rapid progress on property control, permits, utility arrangements, equipment, and commissioning.

Any one of those steps can change the scale or schedule. Readers should distinguish site preparation from an operating AI deployment when tracking announcements.

They should also watch whether Raeden identifies permanent jobs, public revenue, and the eventual computing tenant. Those facts would clarify what Jacinto City receives in exchange for hosting the facility.

For developers, this dispute shows that existing industrial zoning no longer guarantees quiet acceptance. AI infrastructure now attracts scrutiny before servers arrive.

For local officials, it shows that broad opposition resolutions have limited value without compatible zoning, technical standards, and enforcement tools. Communities need those rules before a project appears.

For AI users and businesses, the lesson sits further upstream. Every low-latency model response depends on physical facilities that must secure power, cooling, land, and public tolerance.

The Jacinto City AI data center is still a proposal, not a completed facility. The decisive evidence will come from binding documents rather than presentations.

Residents have already stated their position. Raeden has offered measurable assurances. Jacinto City must now convert the conflict into public standards that answer a practical question: if the project cannot be stopped, what conditions would make its operators genuinely accountable?
