XPeng CEO He Xiaopeng stated that new United Nations regulations will allow autonomous driving systems to operate legally across global markets by the end of 2026.
Recent approvals at the UN WP29 contracting parties meeting in June 2024 cleared two key frameworks, as reported by Reuters. DCAS UNR 171 series 02 covers urban navigation guidelines and enters force as a mandatory European Union rule six months after approval. UNR ADS establishes the broader structure for L3 to L5 autonomous systems; both were formally approved on 25 June 2024 per UN records cited by The Verge.
He posted on Weibo: “The new UN rules remove the biggest barrier, and XPeng will equip overseas vehicles with VLA and VLM models starting in 2027,” directly linking the approvals to global rollout. These models will support mixed Chinese and English voice dialogue. The company views the regulatory clarity as confirmation that its VLA 2.0 system is ready for worldwide expansion. VLA 2.0, for example, performs real-time multi-lane obstacle prediction at urban intersections - functionality that directly matches the performance thresholds now specified in DCAS UNR 171.
The new rules shift the competitive map for Chinese electric vehicle makers. Previously, ambiguous city-level guidelines blocked wider deployment of advanced driver assistance features. With the UN framework in place, XPeng and similar firms gain a timetable for certification rather than indefinite delays.
