If legislation captures every building that stores or processes data, it could affect hospitals, financial institutions, government systems, telecommunications facilities, and ordinary businesses. Exceptions could then become as important as the prohibition.

Second, officials need evidence about the impacts they intend to regulate. Noise can come from cooling equipment, transformers, and generator testing. Its intensity depends on design, distance, barriers, maintenance, and surrounding land uses.

Water demand also varies. Some cooling systems consume water through evaporation, while others rely more heavily on air cooling or recirculating systems. Climate and operating conditions affect real consumption.
